I have moved into a flat that had not electricity until 31st December. Whilst electricity was brought back on evening of 31st, It has taken until today 3rd for the heating to come on sufficiently to generate any heat.

They have charged me rent from 22nd December, saying I would lose the flat if I didn’t, even though they knew I could not move into until 27th. I then could not stay there because it was dark and very cold.

Are they allowed to charge rent under these circumstances for this specific period?
