Barnsley Council - Selective Licensing scheme in four key areas will be put forward to Cabinet 28th June 2017

Lets hope all the local landlords challenge this !  Another dysfunctional Council that are way behind in Selective Licensing.  Money for nothing, a fee which only burdens and no benefits to a good Landlord.

"We’re proposing to introduce a Selective Licensing Scheme across four key areas of the borough. It would give us greater powers to make sure that private landlords provide good, well managed accommodation by making sure they meet a series of licensing conditions.

We’re proposing to introduce the scheme in the following locations:

Elsecar - Welland Crescent

Goldthorpe - Beever Street, Victoria Street, Cross Street, Cooperative Street and Claycliffe Terrace

Measbrough Dyke - Pindar Street, Sunderland Terrace, Seth Terrace, Osbourne Street, Evelyn Terrace, Ivy Terrace, Burton Terrace, Junction Street and Terrace, Jubliee Terrace, Victor Terrace and Doncaster Road (174-278).

Wombwell - John St, Mount Terrace and William street, Blythe Street, Main Street, Bond Street, Myrtle Road, Victoria Road, York Street, Frederick Street, Princess Street, Bartholomew Street, Barnsley Road (1-99), West Street, Western Terrace and School Street"

I trust that all the landlords involved will add the cost of licensing, plus an element of profit, to the rent in an overt manner.  I have a clause in my tenancy agreement which specifies the rent plus any taxes imposed by local or central government, thus I can add the taxes with no increase in the rent.

Just a quick update, from their original proposal of SL they added 4 further streets which they published on their website.  Today they have added a further street without even notifying readers !

See the link below as I believe this is what is been presented to Barnsley Council cabinet on the 28th June and it has many errors in it. The GLR Group have sent emails to the SL officer, The local MP's, all the cabinet members and senior officers of BMBC pointing out the errors over the weekend and suprise, suprise we have not had one reply.

Yes Liz we are on your side and closer than you know. See you at the next meeting. Fingers crossed to-day. It might be time to get a fighting fund in place and let BMBC know we are up for the fight and they will not have it all their oun way.

Dear Colleague,

I am writing to advise you that Barnsley council will be launching a consultation process to capture  views regarding  the  implementing a Selective licensing Scheme in the following four areas.  The Consultation will commence on the 5th July and Close on the 24th September 2017.  I would like you to forward these details to your members  to access the information online. In order that we may capture the views of as many landlords and agents as possible. 

  • Elsecar - Welland Crescent
  • Goldthorpe - Beever Street, Victoria Street, Cross Street, Cooperative Street and Claycliffe Terrace
  • Measbrough Dyke - Pindar Street,  Seth Terrace, Evelyn Terrace, Sunderland Terrace, Osbourne Street, Ivy Terrace, Burton Terrace, Junction street and Terrace, Jubilee Terrace, Victor Terrace, King Georges Terrace  and Doncaster Road. (174-278).
  • Wombwell - John St, Mount Terrace and William Street, Blythe Street, Main Street, Bond Street, Myrtle Road, Victoria Road, York Street, Frederick Street, Princess Street, Bartholomew Street, Barnsley Road, West Street and School Street.

The consultation process will be advertised in the local press and those affected by the proposals will be written to directly requesting they complete an online questionnaire. Once the consultation is opened, documents relating to the scheme will be made available to view.  The web pages will also outline specific landlord events which will be available for Q and A sessions relating to the scheme.  We have also set up a dedicated email address  where questions can be sent. Officers will respond to these questions via  a Q & A sheet  posted on the web page for others to view.

The initial landlord consultation event will  be held on the 25th July  at the Town hall. The sessions are limited to 40 minute to allow as many landlords as possible to attend.   The places on these  events ( max 60 at each session)  will need to be booked. The booking for these events will open at the start of the consultation.  The times are as follows:  4pm, 5pm, 6pm , and 7pm.   A final event will be held 12th September at 6pm at the Town Hall.

There will also be a public open day on the 16th August at  Barnsley Town Hall  10-4pm.

Once the consultation is closed. The information will be collated and a report will be presented to cabinet for a final decision. Upon receipt of the  outcome of that decision.  All those affected by the scheme will be advised by letter. If in favour, there will be a statutory 3 month period before the scheme can be implemented.

Letters have been sent out to tenants, not sure if the Landlords have been sent letters, can anyone confirm this please?  In addition, properties which fall into a 250m meters radius of the centre of each designation will also be invited to complete an online questionnaire, has anyone been notified?

Here it is folks, just what we have been waiting for. BMBC Selective Licensing conditions. We now need your comments more than ever. So please comment and let us have your views as these conditions will make life very hard for all Landlords and Agents. It will also increase the amount of paper work that will have to be done. All this and the banning of Admin. fees. The SL conditions are at the end of this document. Happy reading.
